Robert, I didn't read the entire report, but I know that the Chicago police
force supposedly discussed a better way to have layers of control, or
something like that. I agree that Daly told them to corral the protesters,
but they evidently went quite a bit further than he thought they would. I
still remember tv footage of women in high heels being pushed vigorously
with batons as they dutifully were trying to step up into a police paddy
wagon. I though sure the US public would be enraged, but my mother-in-law
who was watching said, "Well, those people are somewhere they shouldn't be."

Lee, are you saying that Mayor Daily did not give the order to clamp down on
the protesters/media?  Sure, the police then went on to 'go out of control'
but they had to have had an initial order from up above.

Robert, this is not necessarily true of all cases. After the clashes of the
1968 Democratic Party Convention in Chicago, a respected report (I forget
the name!) was made which declared that it was a police riot because there
were no leaders, no one in charge. Wish I could remember the name of this
report, which is famous. Lee L

To "review the use of force" means absolutely nothing. The attack by police
was an act of intimidation against immigrant workers and like other
countries, this was a calculated political decision and was not accidental. 

 

The 2008 May Day will answer this question.

bullets?   Developing better aim?   Convincing us all that rubber bullets
